I tried a couple patterns and it wasn't working well with this yarn so I kind of improvised. Here's what I did:
 
Use WW yarn and US size 8 needle.

CO 37 stitches with long tail CO. Distribute evenly over DPNs.
Join in the round. Work seed stitch for 6 rounds. (I use an odd number so I can just k & p all the way around and not have to think about what to do at the end/beginning of the round. If doing ribbing or garter, you can just CO 36)

K2tog (skip if you didn't do seed stitch). Knit to the end of the round. K 2 more rounds.

[K3, yo, yo] around.

[K4, drop yo] around.

K 16 rounds.

[K2tog] around until you have 8 or fewer stitches left on your needles. Cut yarn and thread through remaining stitches and pull tight to close. Weave ends.

I was going to embellish this with a little duplicate embroidery skull, but the yarn is so fuzzy, I can't see my stitches well enough. Maybe on the next one with a different yarn.

Make an I-cord with your preferred method at least 18" long. I actually just did a braid. Thread through the eyelets you made with the yo's and tie.
 
Sewing Patterns
Potty Cozy (under constr)
This will work for any potty that is compact and round, like the Baby Bjorn Little Potty or the On the Go Travel Potty.  When DD was first potty learning, we took the On the Go Potty with us everywhere we went.  It was small enough to fold up in the diaper bag and it was the right size that she could sit by herself.  The only problem is that when she would get up, the potty was often stuck to her little bottom.  Not good when it's been used.  Solution:  potty cozy.  It kept her little bottom from sticking to the potty and pulled off easily to throw in the wash.  I'll put the instructions using regular elastic following the ones for FOE.
 
Materials for FOE cozy:
Small piece of stretchy fleece
2 yds fold over elastic (FOE)
 
Measure the circumference of the potty.  Use this number for the length of your fleece.  Measure the height of the potty.  Add  3" to this number for the height of your fleece.  Cut fleece to the dimensions calculated.  Sew the FOE to the long edges of your fleece with a long, wide zig-zag stitch, stretching as you go and making sure that the fleece is well in the fold.  Once you have the FOE on both edges, fold fleece in half so the short edges meet.  Sew 1/2" seam allowance.  Turn and stretch over your potty.
 
Materials for regular elastic cozy:
Small piece of stretchy fleece
1/2" wide elastic
 
Measure the circumference of the potty.  Use this number for the length of your fleece.  Measure the height of the potty.  Add 5" to this number for the height of your fleece.  Cut fleece to the dimensions calculated.  Along the long edges of your fleece, sew your 1/2" elastic about 1/2" from the edge with a long, wide zig-zag stitch, stretching as you go.  Cut the elastic at the end.  Fold the edge over so that the elastic is completely covered and stitch down to enclose the elastic.  Fold fleece in half so the short edges meet.  Sew 1/2" seam allowance.  Turn and stretch over your potty.
